What is a Bid
Formation of BIDS
A Business Improvement District is an effective working partnership, formed from the ground up between, business rate payers, property owners, tenants, residents and their Local Authority.
Essentially BID members contribute to a BID fund - the resources of which are used by the BID to improve the local area to attract more business and footfall.
The establishment of a BID is a voluntary decision of property/business owners in a defined district. It is voted on by local businesses.
The Dublin City Centre BID Company has been established and is coordinating the introduction of BIDs into Dublin.
Draft legislation is currently under review by the Government, which will facilitate the development of BIDs in Ireland. Once established a BID is a legal entity and by law all property/business owners within the BID must contribute financially to their BID. There can be no 'free-riders' who lack civic pride and duty to the city they trade in.
If the enabling legislation is passed, Dublin City Council (DCC), which has endorsed and approved the introduction of BIDs in Dublin, will establish the limits and powers of each BID.
Each BID Board (made up of property owners, tenants, residents and Local Authority representatives) will decide how best to use its resources whether in introducing cleaning services, environmental improvement services, security services or special community projects.
DCC enables the BID to function by working with the BID in outlining performance criteria, manage the BID levy and collection and disbursement to each BID.
Once approved, the first BID in Ireland will be realised and operating in January 2007.
